This is not a punishment for being late, however, most people see it that way. The burpee is a full body movement and by doing them you can get warmed up pretty quick. It will not be the best warm up but it will be better than nothing.
The primary reason we have this rule is for safety. When a person does not warm up properly for a workout the likelihood of an injury increases dramatically. Jumping straight to high intensity or high loading is never a good idea. Proper warm up and progressive loading will help prevent injury.
Our goal is to be fit for life. With that goal in mind we need to take a long term look into building our fitness.
Being on time also shows respect for the coaches and other athletes in class.
Finally, be smart and show up to the gym with enough time to warm up properly and if you are late do your burpees before you join the class.
